The IGSAs are true partnerships that offer collaboration and innovation to meet shared goals. Through these agreements, TXST and CAS provide expertise and technical support that the Directorate of Public Works at Forts Campbell, Knox, and Leonard Wood can leverage to meet their regulatory and compliance needs and commitment to environmental and cultural resource stewardship. TXST offers each installation a venue for efficiencies that have the potential to save taxpayers money while maintaining their commitment to environmental compliance and stewardship.
“With these agreements, we have people doing natural resource, cultural resource and environmental compliance on installations. These are Texas State employees who actually work on the installations,” Ahlman said. “Their main function is compliance with federal and state regulations and laws. 
“They are there to help protect the water that the soldiers and the soldiers’ families who live around the installation drink,” he said. “Our people monitor potential sources of air and water pollution, then come up with ways to mitigate that as well as ensure compliance with state and federal regulations.”
Ahlman, along with Jodi Jacobson, Ph.D., associate director of CAS, oversee the management of the IGSAs from San Marcos. The pair combine for 50-plus years of project and contract management experience relevant to the IGSA needs. Their expertise, coupled with hands-on training opportunities for TXST students, ensures that these agreements fulfill each installation’s operational objectives and prepares the next generation of environmental and cultural resource professionals.
