University Statement On Shuttle Operations April 5, 2025

On April 6, Texas State University learned that a university-branded bus had transported individuals to a protest in Austin on April 5. The bus was chartered through TranDev by a private group not affiliated with TXST.

TXST contracts with TransDev to operate the TXST bus system. The buses are wrapped with TXST branding, but they are wholly owned by TransDev. No federal or state funds were used to purchase them.

TXST’s current contract allows TransDev to provide private charter services to outside entities when buses are not being used for university business. Under the current agreement, TransDev is not required to inform TXST about third-party charters. As such, TXST had no knowledge of any TransDev charter agreements on April 5, 2025.

Effective immediately, TXST President Kelly Damphousse has directed the university to seek modifications to the TransDev contract to prevent TXST-branded buses from being used for non-university purposes. In addition, as soon as possible, TXST branded buses will no longer be subleased.
